The value 1 means that this is the primary procedure. Values 2-99 convey ranked secondary procedures.
Definition: This field contains the diagnosis that is the primary reason this procedure was performed, e.g., in the US, Medicare wants to know for which diagnosis this procedure is submitted for inclusion on CMS 1500 form.
